Generally, if you have a Medicare card number then you will have an IHI, but you could have an IHI without a Medicare card.
What if I do not have a Medicare card?
If you do not have a valid Medicare card, you may obtain an Individual Health Identifier (IHI) via Individual Healthcare Identifiers – Services Australia.
